A tensiometer measures soil moisture density, or how much water is in a sample of soil.
The device the use to measure the surface tension of a liquid substance is also called a tensiometer, but I don't think you'd just find one in the bottom of a tool box as it is usually mounted on a table in a laboratory. Just curious, did your grandfather ever work for the agriculture department?

I have dim memories of using a surface tensiometer in my physcial chemistry days, something like measuring the force to break a platinum ring free of a liquid surface? Don't think I ever used one again in 30+ years at the lab bench.

The Du Nouy Ring method. I guess it would really depend on if its a goniometer(tensiometer) or the other tensiometer if it was a "mountable" device. But speculating its pre1930 it could very well be a portable deal though maybe to awkward to find in a toolbox. We need a picture for a verdict.
You never know though. Many strange things have been found in tool boxes before.

G'day JGranatelli,
to PackardInfo. I'll leave it to the boffins here, in their lab coats, to dispense the technical and scientific advice. But I have to ask, do you own a Packard car as well as the tensio-meter? If you do, could you please include your Packard in the Packard Owner's Registry here, together with a pic, any known history and how you acquired it?

I think I know what it is!
How about a TENSION Meter. A device that measures wheel spoke tension. The two little tabs on either side are placed between the spokes, and when pressure is applied, the lights would light it a predetermined tension was found. The rod type object along the back may have been placed along the rim or hub so the measurement was taken at the same point all the way around the wheel. I would think this came from a dealership( just a guess) and was used for helping true a damaged rim.
