The painted appears to be the same stamping as the 1946-1950 Cap. Maybe an owner or dealer painted it.
The other one looks similar to the 41-42 180 Cap with the ribbing, but obviously isn't. I'm sure there could have been proto-type and showcar ones that never made it to production. Here is what I have for reference. It's a continuous work in progress as we "discover" things. packardinfo.com/xoops/html/downloads/PackardHubCap_WheelCoverIdentification.pdf

Big Kev; You are missing the 42 cap pictured in your cap collection.

Joe,
'40 hubcaps like those you pictured were on my '41 Coupe when I bought it. Not "correct" but they looked real good, even though somewhat roughed up. Thinking I would get replacements, ordered a set for the '41 from Bill Hirsch, and what do you know? I was sent the "correct" hubcaps for a '41 120! That was in my earlier naive Packard days. Still naive but also learning.

I found it very difficult to get a picture without a reflection. If one of these is not good enough I will find a professional.

Using Dell's photos, here's a version that might pass muster. In the trade, it's technically called 'fake-aloo.'
