Good mystery!! I haven't the foggiest idea what it is and would love to have it identified. But it's certainly not a Silver Arrow and appears much too high to be a Tatra or Scarab - has a bit of similarity to a late 30s Studebaker but not that either. If it's a home-brew there's some pretty fancy metal work at the rear.

Wow, a Stout Scarab. That is not a car you'd expect to see meandering through traffic in 2014, is it? I have seen one at a car museum and have to say that it is one rather odd looking vehicle.
