I bought a car that was sold to me as a 1938 Packard Touring Limo. Here is a pic of the data plate. What is the proper model and year?

Not a 1938 and not a limousine, it's a 1937 Super 8 touring sedan.

According to the Model Info page here on PackardInfo for 10th Series, a I003 is a Super Eight Sedan. 1938's were 16th Series with a decal instead of a plate. Very few decals have survived the passage of time.

Edit, not quick enough on the keyboard, beaten to it by O_D, should have known.

Not so strange. It is a 1937 Fifteenth Series Super 8.
Chassis model 1500,
The data plate shows the Body model, 1003.

Mal, I made the same mistake but caught it just before I posted. The series number didn't become part of the body number until 1947. For example, your '41 120 has a plate number starting with 14xx instead of 19xx.
