You can remove the vent hose and check the tubing from each side and also make sure the hose is collapsed or swollen shut.
Replace it with a new hose, which should be friendlier with today's fuels.

Got the tank out and the vent hose is as clean as a new whistle-I replaced it 2 years ago? I flushed a good deal of black crud out of the tank and there is clearly a restrictor in the filler neck as I can fill the tank much faster via the vent tube but the garden hose backs up in the filler tube.
Given the curve of the neck, it would be difficult to force it clear with some tool, still thinking here. I am certain that Fred would be happy to dust off a repro tank for me... At this point, some new owner is going to get a bunch more free stuff.

Maybe a piece of welding wire can help to dislodge whatever is down there.
I can't remember if there is a baffle/flapper on the tank side of the filler neck. If there is, maybe it's stuck in the "closed" position.

The tank was no bloody good as is so desperate times lead to desperate measures. What we have is the attempt by an untrained wiper of people's bottoms to seal the gas tank and what happens when the material is exposed to fuel.
SIGH. Just living the dream...

This is why I have never trusted "Pour-In" sealers.
Get a repro tank from Kanter or get it Renu'd. The Renu process media blasts the tank inside and out and then bakes on a coating inside and out. Comes with a lifetime warranty.
