Without a doubt that is a power antenna motor.
It is missing the mast. I have a video on how to service these:

Motor and drive mechanism for a power antenna. The vertical tube and mast section appears to be cut off but screws onto a round opening at the top of the drive section and the coiled tube which is the excess nylon cable storage section and attaches to a fitting on the drive section below the mast are missing. Here is an illustration of the power antenna assy from the 55-6 service manual.
On a 55, except for the actual bars and links connecting to wheels the torsion level components both mechanical and electrical are located almost under the drivers seat. Here is a top view of the frame showing the control switch and compensator assy with solenoids and limit switch on an attached bracket.

FYI it's not cut off. It detaches with 3 screws at the base (top of the part shown) (one screw hole shown) though often they are stuuuuck from corrosion and the motor body (part shown) must be gently tapped apart from the mast.

You may be correct about it not being cut off. I just don't remember the sleeve into the mast tube being that long but my memory has done me wrong before.

ALL of the info, the video and the motor are ALL from front fender-mounted antenna only.
Rear-mounted antennae are different in both shape, motor, mast and service procedures. Also. the video does not show the spanner wrench to remove the chromed bezel cap nut nor does it show punch tool alternate removal technique to get the cap nut off! Using pliers or a Stilson wrench will certainly destroy the cap nuts (these were usually made of soft metal like brass). Nothing else can take place unless the cap nut is removed.
