I think you need to specify the model. Aren’t the six front fenders different from the 120?

All 37 Junior rear fenders interchange. But holes may need to be added or welded up. Coupes have lights mounted to rear fenders, on the sedans to the body. Also rumbleseat models the right rear has holes of the steps. Sedan fenders would have no unwanted holes, so best choice. Easier to add holes then remove them.
115 and 120C front fenders do not interchange, nor do the runningboards or the hoods.

Here is a complete 1937 115C Sedan for sale on FB with really nice sheet metal. At $6K, the price is probably too high, but if you can get him down a couple grand, it might be worth it for just the fenders, and you could sell off the other items that are not needed for your project. The center grille panel looks really straight on this one and this part is frequently rusted out at the bottom or is badly dented up on a lot of the cars I've looked at. A nice nose panel is worth serious money all by itself.
