Mal, my pleasure! A couple of years ago this bone weary shaddow of its former self was offered for sale as a 1938 model. That seems to confirm the suppositions related to its build year.

The above mentioned body number is a six-digit figure. Dave, (O_D), correct me if I'm wrong but the Briggs body tag for Packards started in 1941 and the vehicle-number from the patent plate has another design, so 445826 could be its thief-proof number.

As a theft-proof number, 445826 is within the range of numbers for 1938.

Roger, to brace oneself for the worst is a good strategy when the discussion turns to survivors of the Soviet empire. Don't tempt me to undercut the quality, I have more pictures of creatures like this, born in dark canyons between Romania and Sino-Tibetan villages.
It reminds on bone fragments, to see the one or another Packard metal part protrude from this psychedelic orgy of linoleum and color-coordinated cover material. The design of the hand crank for the devider window confirms the 1938 model (please see the last pic below, that shows a crank from a 1938 Packard 1601). image source of the last pic: barrett-jackson.com
