Does anyone else with a 36/37 with a rumble seat have them? Who knows? Perhaps someone's early attempt as a seatbelt mount for the kids? Can't think of what else there would have been used for. I have a Canadian car, and our rust belt extends from sea to sea to sea, so mine was very rusty in this area and had to be rebuilt but I saw no archival evidence of those loops. But probably not the application here as there are very far rearward.
