Yes, its been covered many times on here. It was a show/concept car that Packard made in '56. It is currently in the Studebaker Museum in South Bend, In.

Yes, I saw it at the Packard Centennial in 1999 at Warren, Ohio. Here is a link to the brochure on this site.
