Definitely looks to be "a close coupled car" as the wheelbase is mighty short. A longer wheelbase model with the rear door section removed?

Interesting. But, I don't think it's a Packard.

Front bumper, not Packard.
Rear bumper, not Packard.
Stainless trim on fenders, not Packard.
Parking lights (what can be seen of them), not Packard (they don't appear to extend to the headlight doors).
Flare on door bottom not consistent with the running board delete option on '41, '42 Packards.
Hood (bonnet) latch position, not Packard.

Now those tailights... they do look like senior Packard tailights.
