A light buoy?

One of the cars in the motorcade of Vice President Nixon was equipped with the below shown small device, attached to the windscreen. What is it made for? A flashlight, an antenna amplifier or Sputnik defense?

Looks like a yo-yo? but I suspect it is some type of radio antenna amplifier?

I'd vote for a two-way radio antenna OR... it could be a homemade replacement for the impossible to find Packard radio roof mast!

Looks to me to be a cleverly disguised tricycle bell with an Official Tricky Dick Tracy antenna

It is actually the prototype device used by Hunt, Liddy and Colson during the Watergate break in.

I think it is some kind of a mind control generator to keep the crowds friendly. Just look at the expressions on their faces.

Ladies and Gentlemen, Mr. President (if connected),
as far as I remember he preferred flush-mounted cable networks instead of Packard antenna masts and even an extended Dick Tracy would have encountered difficulties to keep control on empty yoyo reels by EPIRB. Thanks, laughing is contagious. Let's forget that device, I believe it is a clothes hook.
