One of the cars in the motorcade of Vice President Nixon was equipped with the below shown small device, attached to the windscreen. What is it made for? A flashlight, an antenna amplifier or Sputnik defense?

It's one of those things that ships use; forget the acronym for it. When the ship sinks the device floats free; contact with water activates it to send out a distress call and locating signal. This might have been considered necessary because Nixon tended to loose his way sometimes.

I'd vote for a two-way radio antenna OR... it could be a homemade replacement for the impossible to find Packard radio roof mast!

Ladies and Gentlemen, Mr. President (if connected),
as far as I remember he preferred flush-mounted cable networks instead of Packard antenna masts and even an extended Dick Tracy would have encountered difficulties to keep control on empty yoyo reels by EPIRB.
