The 48 fact book has photos of various covers on different models. One hubcap might be the standard offering for a model but since things like hubcaps were optional, upgrades were available. Nothing says the dealer or owner didn't like another one better and bought different to go with the car.packardinfo.com/xoops/html/downloads/1948_FactBook.pdf
Robert Neal's 22-23 series book may also have good photos or information and a very nice book to have to accompany your car.

Excluding the "Ace" type full covers for the 33-36 wire spoke wheels, I don't think Packard offered full wheel covers (or shell covers) until 1951. But for many years, from the early 30s thru perhaps 1954 they offered "beauty rings" which fit the rim outside of the hub cap, and also around 1941 they had an accessory 3-piece affair that I've seen on 180s that nearly covered the entire wheel. I'll see if I can find a picture of the latter.

Pictured is the most common hub cap for the 22nd Series Standard 8 models.
Outside diameter is 12-3/4" and the inner rim is 3/8" to 1/2" lower than the outer rim to fit 5-1/2" wide wheels. The cap for Super 8 models looks the same but the inner rim is flush with the outer one to fit 6" wide wheels.

According to the parts manual, your car [2211 chassis] should have 15" x 5.5" wheels with riveted clips to hold the wheelcover. The BDeB example hubcap with the inner dropped lip would be the correct cover for that wheel on your model.

since the hubcaps were used for several (by Packard standards) high production years, they are relatively easy to find used, and they are reproduced. The wheels are also still around in some quantity - if you run across the 15 X 5 which looks similar, it's the immediate prewar wheel.
