I recently read "somewhere" that the Goddess without the outstretched arms was an EC Anthony offered accessory.

The Kimes-edited Packard History shows a photo of the ornament on page 760, the caption indicates it was available in 1939-40, 17th & 18th Series, California model. On page 761, the text speculates that perhaps Earle C. Anthony thought the arms were a pedestrian danger and so persuaded Packard to supply the armless variant. So Oz's memory is spot-on once again!
