The '54 pumpkin will not fit your housing, but any junior 40-50 or any 51-52 non commercial pumpkin will do. If you use 53-54, you will have to go drum to drum. The exception to that is if you find a 54-55 Clipper pumpkin and housing originally with 11 inch brakes, you can bolt on your 12 inch backing plates and drums.
Pretty sure that's right but it was hard to locate the brain cells where that info reposed.

A member of the Packard Club here in Australia, PACA, believes your Packard may have been previously owned by Arthur James also a PACA member, of Shepperton VIC. The photos were taken when Arthur owned the car, although it had narrow whitewalls then and has WWW's now.

Ross' answer sounds dead-on to me and for this kind of question, the Packard Parts Book 1948-1954 (scanned as PDF on this site) or the digitized and OCRed searchable database version shown as Packard Parts List on the menu to the left is the best way to cross reference parts like this.
It has been my experience that many parts for 1954 have different parts numbers than those for 1951-1953, especially on the commercial chassis which is where my expertise is, but the parts themselves look identical to me.
