It would be most helpful if we knew specifically which two parts he needs.

Everything you might powder coat on a convertible top is metal, aside from the wooden front and back bows and canvas. Everything else is steel or cast-iron. I don't think even pot metal would have a problem at 400 degrees powder coating requires, but I can't think of any pot metal convertible top parts on my '40 160 conv sedan.
Using the 1935-1941 Parts Listing in Literature on this site, you might be able to identify the parts by number. Also look for the illustration of top parts on pages 98 through 101.

Powder coating is intended as a cheap low cost alternative to paint and associated VOC emissions. It's primary advantage is uniformity at low cost.
I have a powder coated tool box that is faded while it's painted counterpart still looks great. As such, I tried it once on a fuel pump because I wanted a relatively sturdy black finish. The casting was not damaged at all, but that is the last time I ever gave it consideration. Base coat clear coat is superior. So I doubt whomever did the damage to those parts knew what they were doing or talking about. I used powder coating on steel wheels that needed a cheap finish, but the color match was rotten. It's not bad when tubeless tires are being used and the rims aren't too rusted around the bead seating area.
