There is a little piston on the end of that piece and it is stuck in its bore. Shoot carb cleaner down the slot and then tap the piston down to break it loose. The pry it back up. Good luck.

It looks like your carb may have been on Neptune's Packard Chariot of choice. Before you spend to much time on trying to clean it up for rebuilding you may want to inspect the areas where gaskets go in ensure they aren't pitted to bad and will seal.

The detailed diagram and explanation were much appreciate, and exactly described the scenario. I managed with thorough use of carb cleaner and silicon spray lubricant to un-stick the piston and remove the top half of the carb.
