Like Mal said it's likely 41 or 42.
But could it be the prototype/ study for 1943 that they were working on before production got stopped in February of 1942?

I wouldn't think it was as late as '41/'42. Packard had introduced the Clipper by then and knew they were discontinuing the old style. With the creased fenders I would guess at '38 or '39 as a mockup of a possible '41.

I agree with JD - styling proposal for 38/39. For one, the headlight lenses/rings are 35-37. If it were a later styling, most likely would have worked with something later, or more likely sealed beam units, which would have necessitated styling with parking lamps somewhere, which this does not have.
